Faculty Union Sues New York Over Health-Insurance Increase - The ...

December 28, 2011, 6:24 pm

United University Professions, the union that represents State University of New York faculty members, was among a number of unions that sued the state on Wednesday in federal court in hopes of reversing a state-mandated 2-percent increase in health-insurance rates for retirees. The unions said the increase was imposed unilaterally, was arbitrary and capricious, and amounted to a breach of contract. About 4,000 retired faculty members are affected, the union said.

OU football notebook: Sooners sign another junior-college player

Related Story: OU not panicking over lack of numbers at receiver

The Sooners are losing starting ends Frank Alexander and Ronnell Lewis to the NFL. Nelson gives them another option among replacements, along with experienced contributors David King and R.J. Washington and redshirt freshmen Chuka Ndulue and Geneo Grissom.

Nelson was named 2011 Jayhawk Conference Defensive Player of the Year after making 96 tackles. He was credited with 9.5 sacks, 15.5 tackles for lost yardage, four pass breakups and four forced fumbles.

Nelson, originally from Columbus (Ohio) Beechcroft High School, will have two years of eligibility at OU. He is the Sooners' third junior college signee, joining cornerback Kasseim Everett and tight end Brannon Green.

Ice age: Quarterback Landry Jones emerged from the post-practice locker room Monday with a huge ice-wrap covering his elbow and shoulder, eliciting at least a momentary buzz in the media corps assembled outside.

Not to worry, though. It's a regular thing, Jones said.

"Just precautionary stuff," he said. "Keeping my arm fresh."

Only Texas Tech's Seth Doege (581) and Arizona's Nick Foles (560) threw the ball more this season than Jones (537). On top of that, think about how many times a day in practice Jones whips his arm forward.

"You just have to watch it, be careful with it," Jones said. "You don't want to get your arm too tired where in the game you don't have any pop on your ball."

It's like a baseball pitcher icing down his arm after a start. It immediately relieves any swelling and helps speed the recovery process. Jones doesn't ice it every day, but he and quarterbacks coach Josh Heupel keep an eye on it.

"He wants to keep me fresh for the game," Jones said. "You can usually tell when your arm's getting sore, and he'll take you out of some of the throws that you have during the week."

Hawkeye dilemma: With stud tailback Marcus Coker suspended for the Insight Bowl, the Hawkeyes' next-most experienced ballcarrier this season has 18 rushing attempts. That makes it somewhat challenging for the OU defense to prepare for.

"They've got a stable of three or four guys that I'm sure they'll rotate, and they're going to do what they do," said defensive coordinator Brent Venables. "They run inside-outside lead plays and some split-flow plays and a little bit of power and they're going to play-action (pass) off of it."

At least it makes for interesting scout-team sessions.

"(Coker) runs with great strength and runs behind his pads. He brings a physical dimension that's hard to simulate," Venables said. "We've got a 165-pound, scrawny scout team running back trying to simulate him. Maybe this is a little bit closer to what we might see."

So who is that scrawny scout-team running back?

"Hold on here ..." Venables said, searching his mental Rolodex. "Julian Winters. He's a good player. A really good scat back."

How many of you combine taskbar buttons on Windows 7?

It really depends on how you use Windows 7 for which option may work best for you.

Like me, I usually have so many things opened at once, it's not even funny. For example, 10 tabs in IE9, a few virtual machines, and a few other programs. There just wouldn't be enough room on the taskbar for all of them without them being grouped. "Always combined" is just more convenient for me.

Facebook Files Updated PAC Form, Launches PAC Website

Facebook is getting political. Really political.

The company, which in September confirmed it was forming a political action committee, ?FB PAC,? on Wednesday filed an update to its documentation with the Federal Election Commission in order to report that it switched its corporate headquarters to Menlo Park, California from its previous location in Palo Alto.

The document, a standard statement of organization, also provides a link to the official website of the Facebook PAC, fbpac.org, which went live back in September, according to a Facebook spokesperson.

Currently, the Facebook PAC website is blocked from public view, containing only entry fields for employees to privately log in.

A Facebook spokesperson also reiterated to TPM the goals of the PAC: ?FB PAC will give our employees a way to make their voice heard in the political process by supporting candidates who share our goals of promoting the value of innovation to our economy while giving people the power to share and make the world more open and connected.?

Facebook first announced it had completed its move to the sprawling, 1-million-square-foot, former campus of Sun Microsystems on Monday, December 19. The updated PAC form declaring the new headquarters is just another piece of good housekeeping.

But the updated statement of organization also provides a glimpse of just who will be pulling the strings behind Facebook?s newly concerted effort to raise money and influence politics by backing specific candidates.

FB PAC names as its treasurer Joel Kaplan, President George W. Bush?s former deputy chief of staff, who was in May recruited away from his post-political job as an executive at Texas utility Energy Future Holdings to join Facebook as VP of U.S. public policy.

The treasurer of a PAC is responsible for authorizing all of the PAC?s expenditures, or appointing someone to authorize the expenditures, as well as depositing all of the PAC?s receipts within 10 days, among other duties, according to the FEC. The FEC also notes that the treasurer can be held personally liable for violating federal election law.

But already, Kaplan has shifted his expenditures-reporting duties to assistant treasurer Corey Owens, also named in the FB PAC filing as the ?custodian of records,? whom the FEC notes is responsible for maintaining a record of the PAC?s financial activities for the past three years running.

Owens previously served as press secretary at the Constitution Project, a bipartisan think tank dedicated to safeguarding the Constitution, and as a spokesperson for the United Food and Commercial Workers Union International, according to AllFacebook.com.

As previously noted, Facebook joins a shortlist of large tech companies to have formed PACs in order to sway Washington in their favor ? among them Microsoft, with its high-spending MSPAC ($6.8 million in expenditures in 2011), while Google?s PAC has been ramping up in advance of the 2012 election, raising $570,000 in the first six-months of 2011 but spending only $70,000 of it so far, according to the Center for Responsive Politics.

Facebook, by contrast, spent $910,000 on lobbying in 2011, according to the Center, and that was well before and separate from its PAC, which has yet to report any expenditures. How Facebook plans to raise and spend its PAC money remains to be seen. Stay tuned.

US warns Iran against closing key oil passage (AP)

TEHRAN, Iran ? The U.S. strongly warned Iran on Wednesday against closing a vital Persian Gulf waterway that carries one-sixth of the world's oil supply, after Iran threatened to choke off traffic through the Strait of Hormuz if Washington imposes sanctions targeting the country's crude exports.

The increasingly heated exchange raises new tensions in a standoff that has the potential to spark military reprisals and spike oil prices to levels that could batter an already fragile global economy.

Iran's navy chief said Wednesday that it would be "very easy" for his country's forces to close the strategic Strait of Hormuz, the passage at the mouth of the Persian Gulf through which about 15 million barrels of oil pass daily. It was the second such warning by Iran in two days, reflecting Tehran's concern that the West is about to impose new sanctions that could hit the country's biggest source of revenue, oil.

"Iran has comprehensive control over the strategic waterway," Adm. Habibollah Sayyari told state-run Press TV, as the country was in the midst of a 10-day military drill near the strategic waterway.

The comments drew a quick response from the U.S.

"This is not just an important issue for security and stability in the region, but is an economic lifeline for countries in the Gulf, to include Iran," Pentagon press secretary George Little said. "Interference with the transit or passage of vessels through the Strait of Hormuz will not be tolerated."

Separately, Bahrain-based U.S. Navy 5th Fleet spokeswoman Lt. Rebecca Rebarich said the Navy is "always ready to counter malevolent actions to ensure freedom of navigation."

Rebarich declined to say whether the U.S. force had adjusted its presence or readiness in the Gulf in response to Iran's comments, but said the Navy "maintains a robust presence in the region to deter or counter destabilizing activities, while safeguarding the region's vital links to the international community."

Iran's threat to seal off the Gulf, surrounded by oil-rich Gulf states, reflect its concerns over the prospect that the Obama administration will impose sanctions over its nuclear program that would severely hit its biggest revenue source. Iran is the world's fourth-largest oil producer, pumping about 4 million barrels a day.

Gulf Arab nations appeared ready to at least ease market tensions. A senior Saudi Arabian oil official told The Associated Press that Gulf Arab nations are ready to step in to offset any potential loss of exports from Iran. The official spoke on condition of anonymity because he was not authorized to comment on the issue.

Saudi Arabia, which has been producing about 10 million barrels per day, has an overall production capacity of over 12 million barrels per day and is widely seen as the only OPEC member with sufficient spare capacity to offset major shortages.

What remains unclear is what routes the Gulf nations could take to move the oil to markets if Iran goes through with its threat.

About 15 million barrels per day pass through the Hormuz Strait, according to the U.S. Energy Information Administration.

There are some pipelines that could be tapped, but Gulf oil leaders, who met in Cairo on Dec. 24, declined to say whether they had discussed alternate routes or what they may be.

The Saudi official's comment, however, appeared to allay some concerns. The U.S. benchmark crude futures contract fell $1.98 by the close of trading Wednesday on the New York Mercantile Exchange, but still hovered just below $100 per barrel.

U.S. State Department spokesman Mark Toner played down the Iranian threats as "rhetoric," saying, "we've seen these kinds of comments before."

While the Obama administration has warned Iran that it would not tolerate attempts to disrupt traffic through the Strait of Hormuz, U.S. officials do not see any indication that the situation will come to that. Nor do they believe that Iran, which is already under increasing pressure from sanctions, would risk disrupting the Strait because doing so would further damage Iran's own economy.

Instead, the administration believes Iran is playing the only card it has left: issuing threats and attempting to shift focus away from its own behavior.

U.S. officials have not said whether there is a concrete response plan in place should Iran seek to block the Strait. But the administration has long said it is comfortable with the U.S. Naval presence in the region, indicating that the U.S. could respond rapidly if needed.

The White House has been largely silent on Iran's threat, underscoring the administration's belief that responding at the White House level would only encourage Iran.

While many analysts believe that Iran's warnings are little more than posturing, they still highlight both the delicate nature of the oil market, which moves as much on rhetoric as supply and demand fundamentals.

Iran relies on crude sales for about 80 percent of its public revenues, and sanctions or even a pre-emptive measure by Tehran to withhold its crude from the market would already batter its flailing economy.

IHS Global Insight analyst Richard Cochrane said in a report Wednesday that markets are "jittery over the possibility" of Iran's blockading the strait. But "such action would also damage Iran's economy, and risk retaliation from the U.S. and allies that could further escalate instability in the region."

"Accordingly, it is not likely to be a decision that the Iranian leadership will take lightly," he said.

Earlier sanctions targeting the oil and financial sector added new pressures to the country's already struggling economy. Government cuts in subsidies on key goods like food and energy have angered Iranians, stoking inflation while the country's currency steadily depreciates.

The impetus behind the subsidies cut plan, pushed through parliament by Iranian President Mahmoud Ahmadinejad, was to reduce budget costs and would pass money directly to the poor. But critics have pointed to it as another in a series of bad policy moves by the hardline president.

So far, Western nations have been unable to agree on sanctions targeting oil exports, even as they argue that Iran is trying to develop a nuclear weapon. Tehran maintains its nuclear program ? already the subject of several rounds of sanctions ? is purely peaceful.

The U.S. Congress has passed a bill that penalizes foreign firms that do business with the Iran Central Bank, a move that would heavily hurt Iran's ability to export crude. European and Asian nations use the bank for transactions to import Iranian oil.

President Barack Obama has said he will sign the bill despite his misgivings. China and Russia have opposed such measures.

Sanctions specifically targeting Iran's oil exports would likely temporarily spike oil prices to levels that could weigh heavily on the world economy.

Closing the Strait of Hormuz would hit even harder. Energy consultant and trader The Schork Group estimated crude would jump to above $140 per barrel. Conservatives in Iran claim global oil prices will jump to $250 a barrel should the waterway be closed.

By closing the strait, Iran may aim to send the message that its pain from sanctions will also be felt by others. But it has equally compelling reasons not to try.

The move would put the country's hardline regime straight in the cross-hairs of the world, including nations that have so far been relative allies. Much of Iran's crude goes to Europe and to Asia.

"Shutting down the strait ... is the last bullet that Iran has and therefore we have to express some doubt that they would do this and at the same time lose their support from China and Russia," said analyst Olivier Jakob of Petromatrix in Switzerland.

Iran has adopted an aggressive military posture in recent months in response to increasing threats from the U.S. and Israel of possible military action to stop Iran's nuclear program.

The Iranian navy's exercises, which began on Saturday, involve submarines, missile drills, torpedoes and drones. A senior Iranian commander said Wednesday that the country's navy is also planning to test advanced missiles and "smart" torpedoes during the maneuvers.

The war games cover a 1,250-mile (2,000-kilometer) stretch off the Strait of Hormuz, northern parts of the Indian Ocean and into the Gulf of Aden near the entrance to the Red Sea and could bring Iranian ships into proximity with U.S. Navy vessels in the area.

The moderate news website, irdiplomacy.ir, says the show of strength is intended to send a message to the West that Iran is capable of sealing off the waterway.

"The war games ... are a warning to the West that should oil and central bank sanctions be stepped up, (Iran) is able to cut the lifeblood of the West and Arabs," it said, adding that the West "should regard the maneuvers as a direct message."

KHARTOUM, Sudan (AP) ? The Sudanese army said Sunday that it killed the leader of the main Darfur rebel group in fighting earlier this week, touting his death as a key victory against a powerful rebel force that once threatened Sudan's capital.

Khalil Ibrahim led the Darfur-based Justice and Equality Movement, or JEM, the most organized and effective military force in Darfur, the western region torn by conflict since 2003. The group did not join a peace deal signed last year in Doha, Qatar between other Darfur rebel groups and Sudanese President Omar al-Bashir's government in Khartoum.

The military said he was wounded Thursday during a military offensive in North Kordofan state, which borders Darfur. The government said he died of his wounds Saturday and that rebels quickly buried him. The government did not say how it confirmed his death.

JEM representatives could not immediately be reached for comment. If Ibrahim's death is confirmed by the group, it would be a serious blow to JEM, which has on several occasions threatened to bring down al-Bashir's regime in Khartoum by advancing toward the capital.

Sudanese Information Minister Abdullah Massar said Ibrahim's death sends a message to rebel groups "to listen to the voice of wisdom and join the peace process."

"Our doors are open and the Doha agreement is open," Massar said Sunday.

Darfur has been in turmoil since 2003, when ethnic African rebels accusing the Arab-dominated Sudanese government of discrimination took up arms against it. The Khartoum government is accused of retaliating by unleashing Arab militias on civilians ? a charge the government denies.

The conflict has tapered off since 2009, but the U.N. estimates 300,000 people died and 2.7 million have been displaced. The International Criminal Court in the Hague has issued an international arrest warrant for al-Bashir for his alleged role in crimes against humanity in Darfur.

Sudan's Information Minister told reporters Sunday that 30 people were killed with Ibrahim in the clashes. An army statement carried by Sudan's official SUNA news agency said Ibrahim and several associates were killed in Wad Banda, about 440 miles (700 kilometers) west of Khartoum in the North Kordofan region, which borders Darfur.

"The army cut all paths for the group as it was retreating and trying to cross into South Sudan to reorganize it forces," said Sudanese army spokesman Col. Sawarmy Khaled. "Our gallant armed forces were able to kill rebel Khalil Ibrahim along with some of his associates."

South Sudan seceded from the north in July to become the world's newest nation.

Fighting in Wad Banda had flared up in the past few days. On Saturday, the Sudanese army said Darfur rebels attacked three locations in neighboring North Kordofan, killing an unspecified number of civilians.

JEM has not claimed responsibility for the attack. However, in a dramatic push in 2008, hundreds of JEM fighters drove through the remote western region and attacked Khartoum's western outskirts. More recently, JEM spread its armed presence from Darfur into North Kordofan.

A security officer with the United Nations Mission in Darfur told The Associated Press that JEM mostly operates out of North Kordofan state and no longer has an official presence in Darfur. He said UNAMID officials have not confirmed Ibrahim's death. He spoke on condition of anonymity because he was not authorized to speak to reporters.

This year, UNAMID had nearly 26,000 troops and police stationed in Darfur, making it the largest UN peacekeeping operation.

Salma Turabi, daughter of longtime opposition leader Hassan Turabi, said she was at a gathering of mourners at Ibrahim's home in Khartoum when police fired tear gas to disperse the crowd.

Sudan state television broadcast images of Khartoum residents outside military headquarters, waving Sudanese flags and celebrating the news of his death.

Ibrahim is believed to have recently returned to Sudan after years in exile in neighboring Libya, where he enjoyed the patronage of Moammar Gadhafi before the longtime Libyan dictator was ousted and killed in October. Sudanese officials said the JEM has been trying to regroup since losing Gadhafi's reported support for the rebel movement.

Ibrahim once served in al-Bashir's government before joining the rebellion. He refused to join a peace agreement signed in Qatar and backed by the African Union that was meant to provide a basis for a cease-fire, power sharing, equal distribution of wealth and compensation for displaced people.

"He completely refused to come to the negotiating table, he never joined the peace talks," Ismail el-Haj Musa, Sudanese deputy speaker of the council of states, told the pan-Arab Al-Jazeera TV on Sunday. "He committed acts against the state."

On Sunday, Ibrahim Mahmoud Hamad, Sudan's interior minister, described the death of Ibrahim "as a message to all rebels and those carrying arms, calling on them to the negotiating table to resolve issues and reach a peaceful resolution for the best interest of the country," according the semiofficial Sudan Media Center.

The Best Turn-By-Turn Navigation App for Android [Video]

The Best Turn-By-Turn Navigation App for Android Android users have the benefit of getting a phone that likely comes with turn-by-turn navigation right out of the box, usually in the form of Google Maps Navigation. Even though many Android users will never use anything but Google Navigation to get from point a to point b, we found that Waze is also free and a better option.

The Best Turn-By-Turn Navigation App for Android

  • Provides voice-guided turn-by-turn driving directions, with multiple voice prompts before turns and merges
  • Automatically recalculates route when you make wrong turns or change course
  • Supports Android's built-in voice search, so you can speak destinations to search them quickly
  • Offers live traffic and road condition reports from local traffic services as well as other users
  • Crowdsources your commute by allowing other users to report accidents, construction, police activity, or other obstructions
  • Alerts you in advance as you approach reported road issues and conditions
  • Displays the positions of other Waze members and drivers on the road in real time, allows you to see their direction and speed
  • Switches between day and night map view for easy reading
  • Offers GPS driving "groups" of other drives that you can connect with
  • Makes driving and commuting a social game with points, rewards for new routes, and points for submitting construction areas or road incidents

The Best Turn-By-Turn Navigation App for Android

Like its iOS version, Waze doesn't disappoint, and its price can't be beat. It had an especially high bar to meet on Android because Android devices usually ship with Google Maps Navigation built-in, and while that would seem like a logical choice for the best turn-by-turn GPS app, Waze offers a wealth of features that Google Maps doesn't. First of all, Waze's turn-by-turn directions are solid, and the app always shows your overall drive time, distance, and ETA on-screen while you drive. The app lets you save destinations for quick access when you get in the car and open the app, so you don't have to type the same destinations over and over. If traffic conditions ahead change and the app thinks you'll be delayed, you'll see it right on the map, with a large note that the speed in a given area has reduced to a certain amount, and as you approach, your ETA will change. When you come to a stop at a light, Waze will rotate through traffic alerts and warnings in your area, so you can take a moment to see if any incidents are things you should worry about. The app's settings are rich, and offer a wealth of configuration options, from languages, male/female voice, route learning, and more.

When you start moving again, Waze knows, displays your speed on the map in real-time, and switches back to a vehicle-centered view. This is actually a huge benefit, because you or your passenger can tap areas on the map, explore your route, or look something up, and Waze will always automatically go back to a vehicle-centered view. With Google Navigation, even the slightest drag off of the vehicle-centered view means you're now looking at maps, and you have to tap the Nav icon to go back to the navigation view. Also, if the app crashes, retstarts, or force closes, the next time you open it, Waze auto-recovers your destination and re-plots your course. It's a huge benefit if something happens while you're driving and you have to re-open the app?you don't have to re-type your destination.

Waze's biggest benefits are clearly the real-time traffic and road information that users of the app provide. I live in a major metro area, so the information I encountered was, about eight times out of ten, accurate and up to date. When Waze warned me that I was about to approach visible police activity, sure enough someone was pulled over, or a police car with a speed camera mounted on the hood was ahead. When it warned me there was a stopped car on the side of the road, it really was there. The fact that you can then thank the driver who reported the issue or report the issue resolved if it's not there are also quick ways to get you to start contributing as well.

It's really difficult to understate the benefit of the social components that Waze offers. Like Adam Dachis mentioned when he recommended Waze for the iPhone, I also reviewed Waze a long time ago, when the app was just getting off the ground. At the time, I felt the social component was gimmicky and useless until the app had a community of commuters behind it who were sharing and reporting accidents, road closures, and other issues. It's come a long way since then, and has enough users that those features aren't just useful, they're the star of the show.

The Best Turn-By-Turn Navigation App for Android

Waze isn't perfect however. I found the voice prompts a bit muddy sounding, and not nearly as clear and crisp as Google Nav's built-in voice. I also found Waze has a little trouble staying stable if you switch in or out of the app. For example, when I drive, I often plug my phone into my car stereo and stream Pandora in the background while GPS is in the foreground. Leaving Waze to start Pandora is easy enough, but more than once I returned to the app to find an error on-screen, and the app asked me to submit a bug report. If I left Pandora up, Waze worked properly in the background and stayed in the notifications pane, but switching back to it caused it to freak out a bit. It was annoying, but since Waze automatically re-plots your course and picks up where it left off if the app crashes, restarts, or is closed, it was no bother.

Also, Waze occassionally warned me to "exit left" when the exit was indeed to the right, only to quickly correct itself with the next prompt. The first time it happened, I figured it was a minor error, specific to that location, but when it happened again, I was a little worried. The map is correct, the data on-screen is correct, and both the prior and following voice prompts tell you the correct direction, but I could see that being a serious problem to someone depending on Waze's voice prompts more than the map. Speaking of voice prompts, I also found Waze more than a little chatty, often prompting me three to four times per exit or turn, at the 1-mile, half-mile, quarter-mile, and tenth-of-a-mile that a turn was coming up. You can tweak this though, so it's not a big deal.

FInally, Waze suffers a little bit from the "webapp as Android app" problem, where menus and options aren't native Android screens and menus, and are instead custom versions of the web interface that tie right back to your Waze profile. They're quick and responsive to be sure, they just look and feel a little kludgy at times. Oh - one more thing: a number of people complain about Waze's server stability. I never had those problems during my testing, but it's worth mentioning, since it's the most common complaint by Waze's detractors. Your mileage there may vary.

The Best Turn-By-Turn Navigation App for Android

Google Maps Navigation (Free) is perhaps the most obvious competition here, and without doubt more widely used than Waze. Google Nav ships on most Android phones, offers a traffic layer so you can see where problem spots are on the road, and estimates your travel time based on speed limit and traffic ahead (although Google has had problems with this feature.) Where Waze is US and Canada only, Google Maps is global, and has Google's massive database of highways, side-streets, and surface roads to lean on to help you find the best possible route. Google Navigation has all of the same easy-search features and voice options that Waze does, and also allows you to search for locations along your route so you can make a side trip if necessary. Most Android users already use Google Nav, and while it's a great GPS app and definitely a killer feature of Android, you don't have to settle for it if you're looking for something more, and if Waze's bells and whistles turn you off and you just want driving directions, Google Navigation is always there for you.

Navigon for Android ($30 + $14 in-app purchase for live traffic) Navigon (by Garmin) is another great option, and while it's expensive and the app forces you to download your maps ahead of time (a process we suggest you do over Wi-Fi, as the files are pretty big) you do get the benefit of a "real" GPS app, where all of your maps are stored on your phone and you don't need a constant data connection to help you find your way. If your data connection drops?like mine did yesterday?Navigon keeps going like nothing happened. Plus, the app is snappy, the interface is well designed for in-car use, and the voice prompts are clear and loud. That said, it's really pricey by comparison, and you have to pay again in-app to get live traffic, when other apps offer it for free. Navigon has a long and storied history, and it's a great option if you need offline maps (although Google Nav also allows you to download map areas), but its really hard to get around the price.

Sygic ($26 for North American license, Price varies by location, Free trial available) is another great turn-by-turn navigation option. Sygic leverages TomTom's maps for driving directions, and has its signature big, bright, colorful GPS maps and on-screen UI. The screens are easy to understand, upcoming turns are shown clearly, and the full license comes with real-time traffic. The app allows you to add your own points-of-interest (POI), speaks street names and lane-change warnings, and even integrates Google search so you can search along your route. Sygic is packed with all of the features that make a GPS device useful, which means you don't have to leave the app to search for businesses on the way, find a place to eat, see traffic conditions, and so on. It's a great app, and many of its users are happy with it, but again, it's difficult to recommend paying $26 (19.99 EUR) for the North American maps when the free trial is over when other apps offer the same core features for free, even if many of the premium ones are missing.

Skobbler (Free, $1.99 for Maps) is for the OpenStreetMap fans. It doesn't really offer anything that the other apps don't already provide, including Google Navigation, but if you prefer your mapping platform open-source and not in the hands of a specific company or mapping service, Skobbler is the tool for you. You have to pay once for your "Forever Maps," but once you do, the app gives you access to OSM, which are as up to date as the community keeps them.

MapQuest Mobile (Free) really wants to be a bigger player in this space, but the app needs work. MapQuest itself has come a long way since the days when it was overshadowed by Google and Microsoft, and the mobile app shows a lot of the polish the web site has tried to introduce. The trouble is that it's turn-by-turn directions just aren't that great. I often found MapQuest trying to route me through communities and cul-de-sacs when I knew there was a faster route on a larger street just up ahead, and toggling to OSM (a nice feature), didn't seem to help. It did re-route me if I missed a turn, and it does offer some traffic conditions, updated every five minutes from public sources, but unless you're looking for some of the sponsored hotels and restaurants that pop up in the app's search results, finding locations can be tricky and you may have to leave the app first. Still, MapQuest Mobile for Android is new, and technically still in beta. With more work and more features, it could be a real contender?assuming MapQuest's map database is up to snuff, and while it's improved a lot, I'm not sure it's there yet.

Note: Despite our best efforts to get review copies, we were unable to test CoPilot Live USA. It should be noted that these apps were not considered in our evaluation because we couldn't test them.

Linaro member boards get accelerated builds of Android Ice Cream Sandwich

Accelerated builds of Android Ice Cream Sandwich now available on Linaro member boards

Cambridge, UK - 21 December 2011 - Linaro, a not-for-profit engineering organization consolidating and optimizing open source software for the ARM architecture, today announced the availability of builds of Android Ice Cream Sandwich (ICS) supporting accelerated graphics on two of its member's low cost development boards: the Samsung Origen and ST-Ericsson Snowball boards.

Just over a month ago, within a day of Google's release of the 4.0.1 ICS version of Android, Linaro showed videos of it running on the Texas Instruments (TI) PandaBoard and shortly after that on the Freescale i.MX53 Quick Start board, the Samsung Origen board and ST-Ericsson's Snowball board. The accelerated graphics support that has been made available today makes use of the ARM Mali-400 graphics processor used by two of these boards. This graphics processor is integrated with a dual-core ARM Cortex-A9 processor: on the Samsung Origen board in Samsung's Exynos 4210 SoC, and on the ST-Ericsson Snowball board in ST-Ericsson's NovaTM A9500 SoC. Users of these boards can view videos of these latest builds on Linaro's YouTube channel and download the accelerated builds for the Snowball and Origen boards on Linaro's releases.linaro.org website.

Developers are able to create optimized Linux-based devices with the support of Linaro. For example, Linaro uses the latest GCC 4.6 toolchain to build Android, enabling Linaro's Android to outperform standard Android builds in benchmarks and real-world tasks. The 4.6 toolchain allows developers to optimize for the latest SoCs like ST-Ericsson's Nova A9500 processor and Samsung's Exynos4210, which leads to an improved user experience. Furthermore, the toolchain gives early access to the performance improvements Linaro has been developing in the next release of GCC, as well as the many correctness fixes identified and provided through working with the Linaro community. As an example, the Linaro 4.6 toolchain includes features to allow software to manually or automatically parallelize compute tasks across the multiple cores in the chips.

Linaro operates openly, and these accelerated builds are the latest downloads enabling advanced product development on hardware from its member companies. Linaro's goal is to provide consolidated and optimized open source software building blocks that provide companies with a foundation on which they can rapidly build and deliver innovative, differentiated solutions.

Join us for Linaro Connect Q1.12

Linaro Connect is held every three to four months to bring the Linux on ARM community together to work on the latest system-on-chip (SoC) developments, plan new engineering efforts and hold engineering hacking sessions. These events give the Linux community an opportunity to be a part of the Linaro team and help to define the ARM tools, Linux kernels and builds of key Linux distributions including Android and Ubuntu on member SoCs. Join us for our next event February 6-10th in San Francisco, California. Learn more at connect.linaro.org

About Linaro

Linaro is a not-for-profit engineering organization working on consolidating and optimizing open source software for the ARM architecture, including the GCC (GNU Compiler Collection) toolchain, the Linux kernel, ARM power management, graphics and multimedia interfaces. Linaro's key value is in working on generic ARM technology that is common to all ARM SoC vendors. In this way engineering costs are shared, rather than each vendor having to implement core software technology themselves, which has historically resulted in fragmentation and overhead in maintaining code that cannot be upstreamed to the mainline Linux kernel and other open source projects. Linaro's output is used by its members, and by distributions including Android, Ubuntu and OEM/ODM customized versions of Linux. Linaro's goals are to deliver value to its members by enabling their engineering teams to focus on differentiation and product delivery, and to reduce time to market for OEM/ODMs delivering open source based products using ARM technology. A fundamental problem that has puzzled generations of scientists has finally been solved after more than 70 years

A fundamental problem that has puzzled generations of scientists has finally been solved after more than 70 years.

An international team of scientists has discovered a subtle electronic effect in magnetite the most magnetic of all naturally occurring minerals causes a dramatic change to how this material conducts electricity at very low temperatures.

The discovery gives new insight into the mineral in which mankind discovered magnetism, and it may enable magnetite and similar materials to be exploited in new ways.

The research, published in Nature, was led by the University of Edinburgh in collaboration with the European Synchrotron Radiation Facility (ESRF) in Grenoble, France, where the experiments were conducted.

The magnetic properties of magnetite have been known for more than 2000 years and gave rise to the original concepts of magnets and magnetism. The mineral has also formed the basis for decades of research into magnetic recording and information storage materials.

In 1939, Dutch scientist Evert Verwey discovered that the electrical conductivity of magnetite decreases abruptly and dramatically at low temperatures. At about 125 Kelvin, or minus 150 degrees Celsius, the metallic mineral turns into an insulator. Despite many efforts, until now the reason for this transition has been debated and remained controversial.

When the team of scientists fired an intense X-ray beam at a tiny crystal of magnetite at very low temperatures, they were able to understand the subtle rearrangement of the mineral's chemical structure. Electrons are being trapped within groups of three iron atoms where they can no longer transport an electrical current.

Dr Jon Wright of the ESRF said: "Our main challenge was to obtain a perfect crystal, which meant using one that was tiny, just half the diameter of a human hair. Then we needed to observe subtle changes in this microscopic sample as we lowered the temperature. In Europe, this is only possible at the ESRF, thanks to the extremely high energy of its synchrotron X-rays."

Professor Paul Attfield, of the University of Edinburgh, said: "We have solved a fundamental problem in understanding the original magnetic material, upon which everything we know about magnetism is built. This vital insight into how magnetite is constructed and how it behaves will help in the development of future electronic and magnetic technologies."

Rambus, Broadcom sign licensing deal, agree to share toys

It never hurts to stop arguing, hug it out and agree on a patent licensing deal. Today, Rambus -- which has a history of litigating against chip makers it feels are have violated its intellectual property rights and filed a complaint against Broadcom to the International Trade Commission in 2010 -- signed a licensing deal that resolved previous claims for Broadcom's technology. In the statement, Rambus said it will license its patent for integrated circuits used in chips made by Broadcom. The company did not disclose any financial details related to the deal, or which technology would be part of the agreement, though Broadcom is typically renowned for its wireless networking chips which are often found in WiFi, Bluetooth and cellular-capable devices. In other news, Rambus and Broadcom have added each other as Xbox Live friends and gotten to level 36 in Modern Warfare 3 co-op gameplay.

Review: Spielberg's "War Horse" is manipulative, hollow (Reuters)

LOS ANGELES (TheWrap.com) ? Confession time: I love Steven Spielberg's screen adaptation of "The Color Purple," but I can't defend it. The music, the cinematography, the performances, and everything else about it has been painstakingly designed to manipulate an emotional response, and even though I can see the strings, I fall for it every time.

With "War Horse" -- one of two new Spielberg films opening this week -- I can still see all the strings, but there's no pleasure to be had. The director is basically running a con game with composer John Williams and director of photography Janusz Kaminski, but there's no joy in being scammed.

With the exception of a few lovely scenes, it's a hollow and bombastic piece of work, clobbering you over the head with its epic-ness when it's not cinematically yanking at your nosehairs in the hopes that you'll cry.

"War Horse" is so plodding and shameless that I worried that screenwriters Lee Hall ("Billy Elliot") and Richard Curtis ("Notting Hill," "Love Actually") either forgot everything they know about their craft or were paid handsomely enough to hold their noses and start shoveling. (In an ideal world, the two will collaborate on a blistering satire of this hokum.)

Based on Michael Morpurgo's novel, which also spawned the Tony-winning play, the film follows the saga of Joey, a racehorse that's trained for farm work under the loving tutelage of Albert (Jeremy Irvine) after Albert's drunken father Ted (Peter Mullan) overpays for the animal at auction.

World War I comes along and separates Joey and Albert, although the two of them have more than their fare share of adventures on their own -- Joey is captured by Germans, forced to lug around heavy artillery, briefly hidden by a French dairy farmer (Niels Arestrup of "A Prophet"), and tangled in barbed wire, while Albert faces the grim realities of life on the battlefield.

There's certainly a story to be told in all this, but rather than trust its inherent drama or the work of his fine cast, Spielberg pours on the stirring music, the orange sunsets, and the wide-eyed wonder while cranking all the emotional stakes up to 11.

None of this covers up the fact that we've seen this stuff done better elsewhere -- the scenes of Albert winning Joey's trust pale next to the gorgeous, wordless sequences in "The Black Stallion" where boy and horse bond, and while the battle scenes here are stirring from time to time, they're barely a patch on "Paths of Glory" or even Spielberg's own accomplishments in "Saving Private Ryan."

By the time the film reaches its final 30 minutes, during which I counted four separate "Cry now!" moments, and Kaminski slaps on the orange-marmalade filter to flagrantly rip off "Gone with the Wind," I was quite ready for this impressive horse, and the scores of people who fall in love with him over the course of the story, to go off and live on a farm somewhere.

Despite its pedigree, "War Horse" more often than not feels like an "American Idol" contestant with impressive pipes but no idea what to do with them -- belting to the back row is only effective when you do it occasionally, not when you start on that note and then stay there for hours at a time.

Be Wary of Conducting Business Through Text Messages

Be Wary of Conducting Business Through Text MessagesA new study by the Sauder School of Business at the University of British Columbia reveals that people may be more likely to lie over text message conversations than when they're speaking face to face.

In the study, researchers tasked 170 students to role-play stock market scenarios where one set of students were brokers and the others buyers. The brokers were given financial incentive to sell more stock and each were allowed four different types of communication. When the brokers used text messages, they were more likely to lie about the status of the of stocks they were pushing.

It's not all that surprising that people would be more comfortable lying in a text message, but if you're conducting important business, you should stick with face-to-face conversations or video chat to better ensure you're not being duped. The full study will be available in the March issue of the Journal of Business Ethics. Photo by San Francisco Foghorn.
