PYONGYANG, North Korea (AP) ? North Korean leader Kim Jong Un says his people must pursue economic improvement with the same urgency scientists put into the launch of a long-range rocket last month.

Kim said in a speech Tuesday that boosting living standards is the new year's most important task. But he's also calling for the development of more advanced weapons.

North Korea struggles to grow enough food for its 24 million people.

Last year saw plunging inter-Korean ties, the collapse of a U.S.-North Korean food-aid-for-nuclear-freeze deal and two North Korean long-range rocket launches that Washington and others called covers for banned ballistic missile tests.

Kim took over after his father Kim Jong Il's Dec. 17, 2011, death.

He also called for a "revolution" in science and technology and more amusement parks.

Central Asian migrants change the face of Moscow

MOSCOW (AP) ? Timur Bulgakov has a black belt in karate, two university degrees, a powerful SUV and a small yet thriving construction company. The 28-year-old's success is impressive for a Muslim migrant from Uzbekistan whose first job in Moscow 10 years ago was as a delivery boy.

But his story is no longer that unusual.

The old Moscow, populated largely by Slavs, is rapidly giving way to a multi-ethnic city where Muslims from Central Asia are the fastest growing sector of the population. And they are changing the face of Moscow as their numbers rise and they move up the career ladder, taking on more visible roles in society.

Muslim women wearing hijabs are a growing sight on the capital's shopping streets. Bearded men sport Muslim skullcaps and hang trinkets with Koranic verses in their cars. Many more are non-practicing Muslims who blend in with secular attire, although their darker skin, accented speech and foreign customs often provoke frowns from native Muscovites. Meanwhile, their children ? some born and raised in the capital ? throng kindergartens and schools.

Russia's Federal Migration Service estimates that about 9.1 million foreigners arrived in Russia to work in 2011. More than a third came from three impoverished Central Asian countries that were once part of the Soviet Union: About 2 million from Uzbekistan, 1 million from Tajikistan and more than 500,000 from Kyrgyzstan. Local experts say the number of Central Asian arrivals is at least twice as high. And hundreds of thousands of Central Asians have already acquired Russian passports and are off the migration services' radar.

The Central Asian migration has been the driving force in boosting Russia's Muslim population to more than 20 million, from some 14 million 10 years ago ? a phenomenon experts call one of the most radical demographic makeovers Russia has ever seen.

"Today, we're standing on the verge of a powerful demographic explosion, a great migration period equal to the one that took place in the first centuries A.D.," said Vyacheslav Mikhailov, a former minister for ethnic issues and a presidential adviser on ethnic policies.

Muslims are expected to account for 19 percent of Russia's population by 2030, up from 14 percent of the current population of 142 million, according to the U.S. government's National Intelligence Council report on global trends published this month.

"Russia's greatest demographic challenge could well be integrating its rapidly growing ethnic Muslim population in the face of a shrinking ethnic Russian population," the report said. The changing ethnic mix "already appears to be a source of growing social tensions."

By the most conservative estimates, 2 million Muslims now live in Moscow, a city of nearly 12 million.

Polls show that nearly half of Russians dislike migrants from Central Asia and Russia's Caucasus ? another source of Muslim migration. They have become the bogeymen of Russian nationalists, accused of stealing jobs, forming ethnic gangs and disrespecting Russian customs.

"If you build a mosque in downtown Moscow, slaughter sheep on your holiday and impose your traditions on us, no one will want you as a neighbor," said Dmitry Demushkin, a veteran Russian neo-Nazi skinhead who heads a nationalist party.

Central Asian labor migrants for years have filled the lowest paying jobs, working as janitors, street cleaners, construction workers, vendors at outdoor markets and unlicensed cab drivers whose run-down cars are popularly known as "jihad taxis." Many live in trailers on construction sites, in squalid basements and overcrowded flophouses or sleep inside their cars. The uncertain legal status of many of the migrant workers has left them vulnerable to abuse and exploitation from employers. They also have fallen victim to xenophobic attacks.

But in recent years, they are increasingly becoming more established members of the work force. And a significant minority, like Bulgakov, now run their own successful businesses.

The undisputed star among Russia's Central Asian business figures is ethnic Uzbek Alisher Usmanov: His interests in mining, telecoms and Internet startups have made him one of Russia's richest men, with a fortune estimated at $18.1 billion, and he is the co-owner of British soccer club Arsenal.

Filmmaker Timur Bekmambetov, who was born in Kazakhstan and educated in Uzbekistan, has directed some of Russia's most top grossing movies. Recently he moved to Hollywood, directing this year's "Abraham Lincoln: Vampire Hunter" and before that "Wanted," a 2008 action flick with Angelina Jolie.

Uzbek native Mirzakarim Norbekov has penned half a dozen bestsellers based on the medical teachings of Muslim medieval scholar Avicenna, who was born in what is now Uzbekistan. His medical training center in Moscow charges hundreds of dollars for short healing courses.

And while the Central Asian influx has caused frictions, there are also abundant signs of non-Muslim Muscovites embracing things seen as quintessentially Central Asian. Uzbek restaurants, fast-food joints and clay-oven bakeries that churn out round flat-cakes and meat pies have become ubiquitous; fashionistas sport oriental silk scarves and pashminas that resemble hijabs; and many ethnic Russian housewives buy halal meat believing it to be healthy and devoid of chemical preservatives.

The trend may have deep roots in Russian history: Unlike most West European capitals, Moscow has absorbed Muslims into its population for centuries.

The principality of Moscow emerged as a regional power some 700 years ago, when the Golden Horde, a state dominated by Mongols and Muslim Tatars, controlled parts of what is now southern Russia, the Caucasus and Central Asia. As Moscow took over the Horde's territories and invaded lands that once had been conquered by Arabs, Persians and Turks, Muslim nobles became part of the Russian elite and Muslims were free to practice their faith under the czars.

Novelist Vladimir Nabokov proudly wrote that his aristocratic family descended from Nabak, an illegitimate son of Genghis Khan. Composer Sergei Rachmaninoff and writer Mikhail Bulgakov were the offspring of Tatar nobles.

"Muslims are not newcomers here, and all the current problems are temporary," said Vladilen Bokov, a devout Muslim and member of the Public Chamber, which advises the Kremlin on social issues.

The Central Asians are far from a homogeneous group: Kyrgyz are proud of their militant nomadic heritage, while Uzbeks and Tajiks extol their cultures that produced poets and scholars who contributed to medieval Muslim civilization.

Czarist armies finished the conquest of Central Asia by early 20th century and Stalinist purges decimated their elites. The Soviet era reshaped their economies and agriculture and made "Russification" a key to success for several generations of their best and brightest. In the 1980s, Central Asian conscripts became a majority in the Soviet Army as birth rates among ethnic Russians plummeted.

Communist Moscow tried to win sympathies of Central Asians ? and uproot their Muslim traditions ? by building schools and universities. Their graduates are still qualified to work as bank clerks, computer engineers, artists and medical doctors in Russia. Employers often praise them for their hard work, career ambitions and indifference to alcohol ? Russia's proverbial scourge.

The 1991 Soviet collapse was followed in their overpopulated republics by ineffective economic reforms, political unrest a resurgence of Islamic traditions and a gradual loss of Soviet mentality. But the number of Russian speakers remains high. They visit Russia visa-free and can stay here for up to three months, or longer if they get work or residence permits.

Construction company owner Bulgakov has faced his share of hardships.

Square-jawed and burly, he recalled over a cup of steaming tea how he stole some undercooked buckwheat from a dormitory kitchen several days after losing a job. He lost another job after beating up his supervisor for calling him a "churka," a pejorative term for Central Asians. Bulgakov said that during a hospital visit he heard a doctor reproaching his ethnic Russian wife for failing to "find a decent Russian man."

After several years of selling construction paint, Bulgakov started his own company.

Now his company renovates apartments of affluent Muscovites and works on occasional contracts with the Defense Ministry. He also has joined Kremlin's United Russia party and wants to run for office in the Moscow suburb of Ivanteevka where he lives with his wife and two children.

Bulgakov, who sports a white-gold ring with a sparkling diamond, has this advice for fellow Central Asians seeking a better life in Moscow.

"If you want to work, just work," he said, "If you don't, you'll find a thousand excuses ? 'I am being oppressed, abused, beaten.'"

Attackers in India rape case to face murder charge

NEW DELHI (AP) ? Indian police charged six men with murder on Saturday, hours after a woman who was gang-raped and beaten on a bus in New Delhi nearly two weeks ago died in a Singapore hospital.

New Delhi police spokesman Rajan Bhagat said the six face the death penalty if convicted, in a case that has triggered protests across India for greater protection for women from sexual violence, and raised questions about lax attitudes by police toward sexual crimes.

Indian Prime Minister Manmohan Singh said he was aware of the emotions the attack has stirred, adding it was up to all Indians to ensure that the young woman's death will not have been in vain.

The victim "passed away peacefully" early Saturday at Mount Elizabeth hospital in Singapore with her family and officials of the Indian Embassy by her side, Dr. Kevin Loh, the chief executive of the hospital, said in a statement.

After 10 days at a hospital in New Delhi, the Indian capital, the woman was brought Thursday to Mount Elizabeth, which specializes in multi-organ transplants. Loh said the woman had been in extremely critical condition since Thursday, and by late Friday her condition had taken a turn for the worse, with her vital signs deteriorating.

"Despite all efforts by a team of eight specialists in Mount Elizabeth hospital to keep her stable, her condition continued to deteriorate over these two days," Loh said. "She had suffered from severe organ failure following serious injuries to her body and brain. She was courageous in fighting for her life for so long against the odds, but the trauma to her body was too severe for her to overcome."

The woman and a male friend, who have not been identified, were on a bus in New Delhi after watching a film on the evening of Dec. 16 when they were attacked by six men who raped her. The men beat the couple and inserted an iron rod into the woman's body, resulting in severe organ damage. Both were then stripped and thrown off the bus, according to police.

Indian police have arrested six people in connection with the attack, which left the victim with severe internal injuries, a lung infection and brain damage. She also suffered from a heart attack while in the hospital in New Delhi.

Indian High Commissioner, or ambassador, T.C.A. Raghavan told reporters that the scale of the injuries the woman suffered was "very grave" and in the end "proved too much."

He said arrangements were being made to return her body to India later Saturday.

The frightening nature of the crime shocked Indians, who have come out in the thousands for almost daily demonstrations.

As news of the victim's death reached New Delhi early Saturday, hundreds of policemen sealed off the high-security India Gate area, where the seat of India's government is located, in anticipation of more protests. The area is home to the president's palace, the prime minister's office and key defense, external affairs and home ministries.

The area had seen battles between protesters and police for days after the attack.

Ten metro stations in the vicinity also were closed Saturday, Bhagat said.

Police were allowing people to assemble at the Jantar Mantar and Ramlila grounds, the main areas allotted for protests in New Delhi, he said.

Mourners began gathering at Jantar Mantar to express their grief and demand stronger protection for women and the death penalty for rape, which is now punishable by a maximum of life imprisonment. Women face daily harassment across India, ranging from catcalls on the streets, groping and touching in public transport to rape.

They put a wreath studded with white flowers on the road, lit a candle and sat around it in a silent tribute to the young woman. Members of a theatre group nearby played small tambourine and sang songs urging the society to wake up and end discrimination against women.

Dipali, a working woman who uses one name, said the rape victim deserved justice. "I hope it never happens again to any girl," she said.

Dozens of students of Jawaharlal Nehru University in New Delhi marched silently to the bus stop from where the rape victim and her friend had boarded the bus on Dec. 16. They carried placards reading "She is not with us but her story must awaken us."

Nehra Kaul Mehra, a young Indian studying urban and gender policing at Colombia University in the United States, said "We come from a feudal and patriarchal set-up where we value men more than women."

"We kill daughters before they are born. Those who live are fed less, educated less and segregated from boys," she said with a black band of protest around her mouth.

Sonia Gandhi, the governing Congress party chief, assured the protesters in a statement that the rape victim's death "deepens our determination to battle the pervasive, the shameful social attitudes and mindset that allow men to rape and molest women and girls with such an impunity."

The protesters heckled Sheila Dikshit, the top elected leader of New Delhi state, when she came to express her sympathy with them and forced her to leave the protest venue. They blamed her for the deteriorating law and order situation in the Indian capital.

Meenakshi Ganguly, South Asia director of Human Rights Watch, said the woman's death was a sobering reminder of the widespread sexual violence in India.

"The outrage now should lead to law reform that criminalizes all forms of sexual assault, strengthens mechanisms for implementation and accountability, so that the victims are not blamed and humiliated," Ganguly said.

Prime Minister Singh said he understood the angry reaction to the attack and that he hoped all Indians would work together to make appropriate changes.

"These are perfectly understandable reactions from a young India and an India that genuinely desires change," Singh said in a statement Saturday. "It would be a true homage to her memory if we are able to channel these emotions and energies into a constructive course of action."

He said the government was examining the penalties for crimes such as rape "to enhance the safety and security of women."

"I hope that the entire political class and civil society will set aside narrow sectional interests and agendas to help us all reach the end that we all desire ? making India a demonstrably better and safer place for women to live in," Singh said.

Mamta Sharma, head of the state-run National Commission for Women, said the "time has come for strict laws" to stop violence against women. "The society has to change its mindset to end crimes against women," she said.

The tragedy has forced India to confront the reality that sexually assaulted women are often blamed for the crime, forcing them to keep quiet and discouraging them from reporting it to authorities for fear of exposing their families to ridicule. Police often refuse to accept complaints from those who are courageous enough to report the rapes, and the rare prosecutions that reach courts drag on for years.

Indian attitudes toward rape are so entrenched that even politicians and opinion makers have often suggested that women should not go out at night or wear clothes that might be seen provocative.

On Friday, Abhijit Mukherjee, a national lawmaker and the son of India's president, apologized for calling the protesters "highly dented and painted" women who go from discos to demonstrations.

"I tender my unconditional apology to all the people whose sentiments got hurt," he told NDTV news.

Several Indian celebrities reacted with sadness Saturday over the woman's death. Bollywood star Amitabh Bachchan tweeted, "Her body has passed away, but her soul shall forever stir our hearts."

Separately, authorities in Punjab state took action Thursday when an 18-year-old woman killed herself by drinking poison a month after she told police she was gang-raped.

State authorities suspended one police officer and fired two others on accusations they delayed investigating and taking action in the case. The three accused in the rape were arrested only on Thursday night, a month after the crime was reported.

"This is a very sensitive crime, I have taken it very seriously," said Paramjit Singh Gill, a top police officer in the city of Patiala.

The Press Trust of India reported that the woman was raped Nov. 13 and reported the attack to police Nov. 27. But police harassed the girl, asked her embarrassing questions and took no action against the accused, PTI reported, citing police sources.

Authorities in the eastern state of Chhattisgarh also suspended a police officer on accusations he refused to register a rape complaint from a woman who said she had been attacked by a driver.

Considering Inflation Investing

It is never too soon to consider inflation investing. While today?s climate looks like it will be turning towards inflation at any moment, it is still a useful thought exercise when an inflation is nowhere in sight. Figuring out what you need to do when prices go up faster than your income is not only a good way to think about how you invest, but a smart way to make early additions to your portfolio.

Thinking About Inflation Investing

Inflation investing, at least on the surface, is not terribly different from standard investing. Your goal, after all, is to find a way to get the most out of your money. What makes inflation investing different is the fact that your money is rapidly losing value as you invest. Your goal is to stay ahead of the rising cost of living by investing in those stocks and commodities that will rise in value even as other stocks fall to a lack of buyers. In this case, you are concentrating on the necessities instead of concentrating on consumer or luxury goods. If people need it, they will continue to buy it. If people can find a reason to forgo a product or service during a period of high inflation, though, you can expect fewer buyers and thus a lower value.

Waiting to invest during a period of inflation is not a good idea. While you might realize that you need to switch over to a certain type of stock or commodity during that period, every other buyer will be doing the same. That means prices will be quickly inflated ? which is great for those who got in early, but less useful for those who are investing in a panic. Spending some time thinking about inflation investing before things go bad is the best way to make sure that you actually make money during the process.

HOUSTON (AP) ? D.J. Johnson returned an interception 39 yards and Ryan Bustin made a 28-yard field goal as time expired to give Texas Tech a 34-31 comeback victory over Minnesota on Friday night in the Meineke Car Care Bowl.

Seth Doege found Eric Ward on a short pass, and he outran a defender for a 35-yard scoring play to tie it at 31 with just more than a minute remaining.

Michael Carter intercepted two of Doege's passes in the fourth quarter before the tying score, but Minnesota couldn't convert either of the turnovers into points.

The Red Raiders (8-5) got their third straight bowl win to wrap up a month that began with coach Tommy Tuberville's abrupt departure for the job at Cincinnati. Texas Tech has hired Kliff Kingsbury to replace him, but interim coach Chris Thomsen led the team against Minnesota (6-7). Kingsbury was at the game, watching from a suite.

Sweet Cherry and Vegetable Summer Salad | Natural Holistic ...

Ingredients:

2 cups fresh sweet cherries, pitted
1 cup sugar snap peas
1 cucumber, seeded and sliced
1 cup radishes, sliced
2 tablespoons white wine vinegar
1 tablespoon Balsamic vinegar
1 teaspoon sesame oil
1 teaspoon sesame seeds, toasted

1/8 teaspoon pepper

Instructions:

Fill a medium saucepan with water. Place over high heat and bring to a rapid boil. Add the sugar snap peas and blanch 1 minute. Remove from heat and rinse with cold water to cool. Drain well.
Place the drained sugar snap peas in a large mixing bowl. Add the cherries, cucumbers and radishes and toss to combine. In a separate bowl pour both vinegars together. Add the sesame oil. Stir slightly to combine. Stir in the sesame seeds. Sprinkle in the pepper and stir well. Pour over the top of the vegetables and cherries. Cover tightly and refrigerate 1 to 2 hours. Stir to combine the flavors before serving.

Tip: The cherries not only add a little sweet to the vegetables but they are a good source of the vitamins needed in a daily diet.

(AP) ? The State Department is closing its embassy in the Central African Republic and ordering its diplomatic team to leave as rebels there continue to advance and violence escalates.

U.S. officials said the U.S. ambassador and about 40 others, including a number of Americans, were flown out of Bangui (bahn-GEE') on a U.S. Air Force C-40 headed to Kenya. The officials spoke on condition of anonymity because they were unauthorized to discuss the evacuation publicly.

Rebels have seized at least 10 towns across the sparsely populated north of the impoverished country, and residents in the capital of 600,000 people fear insurgents could attack at any time.

On Sunday, the State Department issued a warning recommending against travel to the country and authorized non-emergency personnel in Bangui to leave.

National Rifle Association vows to fight arms trade treaty at U.N.

UNITED NATIONS (Reuters) - The leading U.S. pro-gun group, the National Rifle Association, has vowed to fight a draft international treaty to regulate the $70 billion global arms trade and dismissed suggestions that a recent U.S. school shooting bolstered the case for such a pact.

The U.N. General Assembly voted on Monday to restart negotiations in mid-March on the first international treaty to regulate conventional arms trade after a drafting conference in July collapsed because the U.S. and other nations wanted more time. Washington supported Monday's U.N. vote.

U.S. President Barack Obama has come under intense pressure to tighten domestic gun control laws after the December 14 shooting massacre of 20 children and six educators at an elementary school in Newtown, Connecticut. His administration has since reiterated its support for a global arms treaty that does not curtail U.S. citizens' rights to own weapons.

Arms control campaigners say one person every minute dies as a result of armed violence and a convention is needed to prevent illicitly traded guns from pouring into conflict zones and fueling wars and atrocities.

In an interview with Reuters, NRA President David Keene said the Newtown massacre has not changed the powerful U.S. gun lobby's position on the treaty. He also made clear that the Obama administration would have a fight on its hands if it brought the treaty to the U.S. Senate for ratification.

"We're as opposed to it today as we were when it first appeared," he said on Thursday. "We do not see anything in terms of the language and the preamble as being any kind of guarantee of the American people's rights under the Second Amendment."

The Second Amendment of the U.S. Constitution protects the right to bear arms. Keene said the pact could require the U.S. government to enact legislation to implement it, which the NRA fears could lead to tighter restrictions on gun ownership.

He added that such a treaty was unlikely to win the two-thirds majority in the U.S. Senate necessary for approval.

"This treaty is as problematic today in terms of ratification in the Senate as it was six months ago or a year ago," Keene said. Earlier this year a majority of senators wrote to Obama urging him to oppose the treaty.

U.N. delegates and gun-control activists say the July treaty negotiations fell apart largely because Obama, fearing attacks from Republican rival Mitt Romney before the November 6 election if his administration was seen as supporting the pact, sought to kick the issue past the U.S. vote.

U.S. officials have denied those allegation.

The NRA claimed credit for the July failure, calling it at the time "a big victory for American gun owners."

NRA IS 'TELLING LIES'

The main reason the arms trade talks are taking place at all is that the United States - the world's biggest arms trader, which accounts for more than 40 percent of global transfers in conventional arms - reversed U.S. policy on the issue after Obama was first elected and decided in 2009 to support a treaty.

Supporters of the treaty accuse the NRA of deceiving the American public about the pact, which they say will have no impact on U.S. domestic gun ownership and would apply only to exports. Last week, Amnesty International launched a campaign to counter what it said were NRA distortions about the treaty.

"The NRA is telling lies about the arms treaty to try to block U.S. government support," Michelle Ringuette of Amnesty International USA said about the campaign. "The NRA's leadership must stop interfering in U.S. foreign policy on behalf of the arms industry."

Jeff Abramson of Control Arms said that as March approaches, "the NRA is going to be challenged in ways it never has before and that can affect the way things go" with the U.S. government.

The draft treaty under discussion specifically excludes arms-related "matters which are essentially within the domestic jurisdiction of any State."

Among its key provisions is a requirement that governments make compliance with human rights norms a condition for foreign arms sales. It would also have states ban arms transfers when there is reason to believe weapons or ammunition might be diverted to problematic recipients or end up on illicit markets.

Keene said the biggest problem with the treaty is that it regulates civilian arms, not just military weapons.

According to the Small Arms Survey, roughly 650 million of the 875 million weapons in the world are in the hands of civilians. That, arms control advocates say, is why any arms trade treaty must regulate both military and civilian weapons.

Keene said the NRA would actively participate in the fight against the arms trade treaty in the run-up to the March negotiations. "We will be involved," he warned, adding that it was not clear if the NRA would address U.N. delegates directly as the group did in July.

The NRA has successfully lobbied members of Congress to stop major new gun restrictions in the United States since the 1994 assault weapons ban, which expired in 2004. It also gives financial backing to pro-gun candidates.

EXPLOSIVE ISSUE

European and other U.N. delegates who support the arms trade treaty told Reuters on condition of anonymity they hoped Newtown would boost support for the convention in the United States, where gun control is an explosive political issue.

"Newtown has opened the debate within the United States on weapons controls in ways that it has not been opened in the past," Abramson said, adding that "the conversation within the U.S. will give the (Obama) administration more leeway."

Keene rejected the idea of bringing the Newtown tragedy into the discussion of an arms trade treaty.

"I find it interesting that some of the folks that advocate the treaty say it would have no impact whatever within the United States but that it needs to be passed to prevent another occurrence of a school shooting such as took place in Newtown," he said. "Both of those positions can't be correct."

Obama administration officials have tried to explain to U.S. opponents of the arms trade pact that the treaty under discussion would not affect domestic gun sales and ownership.

"Our objectives for the ATT (arms trade treaty) have not changed," a U.S. official told Reuters. "We seek a treaty that fights illicit arms trafficking and proliferation, protects the sovereign right of states to conduct legitimate arms trade, and meets the concerns that we have articulated throughout."

"In particular, we will not accept any treaty that infringes on the constitutional rights of U.S. citizens to bear arms," the official added.

Supporters of the treaty also worry that major arms producers like Russia, China, Iran, India, Pakistan and others could seek to render the treaty toothless by including loopholes and making key provisions voluntary, rather than mandatory.

The United States, like all other U.N. member states, can effectively veto the treaty since the negotiations will be conducted on the basis of consensus. That means the treaty must receive unanimous support in order to be approved in March.

But if it fails in March, U.N. delegations can put it to a vote in the 193-nation General Assembly, where diplomats say it would likely secure the required two-thirds majority.

Texas woman, 77, missing for more than a week

ARLINGTON, Texas -- Police and an Arlington family are searching for a 77-year-old woman with Alzheimer's disease who?has been missing for more than a week.

Maria Arrocha has not been heard from since she wandered out of her home on Dec. 18. She lives with her daughter on?Arbor Lane in Arlington.

The Arrochas said their Christmas spirits were down this year.

"It was a different day -- no celebration," said Martin Arrocha, her son. "We couldn't eat. We couldn't have dinner. It was a very difficult day."

Maria Arrocha has not been able to take much-needed medications, and her family fears she is lost, cold and confused.

"This is like a nightmare," grandson Ricardo Arrocha said. "We don't know what to do. We go out and look for her, but with no results yet."

Maria Arrocha is Hispanic, stands about 5'5" tall and weighs approximately 180 pounds. She has black and gray hair and brown eyes.

"She was always hugging us, kissing us. She was the best," Ricardo Arrocha said.

The family has been distributing fliers in both English and Spanish throughout North Texas. There is a $1,000 reward for information leading to her location.

"We're going to keep trying, passing out fliers, talking to the people, talking to the police," son Martin Arrocha said.

Authorities urge people to search around their properties -- backyards, garages and sheds -- because Arrocha is likely wandering around disoriented.

Arlington police say they continue to receive tips but nothing has panned out. They are relying on the public's help in this case, stressing that even the smallest tip could be enough to help bring Maria Arrocha back home.

Anyone who has seen Maria Arrocha is asked to call police by dialing 911 or 817-459-5600 and stay with her until officers arrive.

Five Things Consumers Should Expect From the Housing Market In ...

In 2012, the national housing market finally turned a corner. We?ve now experienced 13 straight months of home value appreciation. Sales were up significantly over 2011 as buyers returned to the market, boosting demand.

So what will 2013 have in store? Here are five things consumers can expect to see in the housing market next year:

?Up, Up and Away

  • The national housing market hit bottom in October 2011, and home values have since risen 5.3 percent from that trough. The most recent Zillow Home Value Forecast calls for 2.5 percent appreciation nationwide from November 2012 to November 2013.
  • According to a recent Zillow survey of more than 100 economists and analysts, respondents predicted home values (based on the S&P/Case-Shiller U.S. National Home Price Index) to rise 3.1 percent in 2013, on average.
  • Most markets covered by Zillow?s Real Estate Market Reports have already bottomed out, with only 10 of 255 covered metro areas not projected to hit a bottom within the next year.

Bottom Line: Homeowners looking to sell in 2013 can largely rest assured they won?t be selling at the bottom, and many will find themselves in a sellers? market. Potential buyers in 2013 may be more motivated to get a deal done while affordability is still extremely high and mortgage rates continue to be historically low.

Real Estate Is Local Again

  • According to the Zillow Breakeven Horizon, buying beats renting when staying in the home for three years or more in roughly 60 percent of U.S. metros. The areas where it might make more sense to buy (if you?re planning on staying for three-plus years) are clustered in the Southwest and Southeast. If you won?t be staying put for at least a few years, consider renting in the Northeast, where buying often doesn?t make more financial sense until five years or more.
  • The goal of Zillow?s Buyer/Seller Index is to determine where buyers have the most leverage in a sale, and where sellers might have the upper hand. In general, we determined that metro areas in the West and Southwest ? including the Bay Area, Las Vegas and Phoenix ? are strong for sellers. Metros in the Midwest and Mid-Atlantic ? places such as Chicago, Cleveland and Philadelphia ? are best for buyers.

Bottom Line: The housing market recovery has remained true to the old real estate axiom of ?location, location, location.? How your local market is faring today ? and if it makes more sense to buy or rent, to sell now or to hold off if possible ? is largely determined by unique, local factors and fundamentals. Arming yourself with timely and comprehensive local market information is good advice at any time, but will be even more important in 2013 as buyers continue to seek bargains and sellers look to maximize returns.

Coming Up for Air

  • In the third quarter of 2012, the percentage of homeowners with a mortgage in negative equity ? or ?underwater,? owing more on their mortgage than their home was worth ? fell below 30 percent for the first time since Zillow began tracking that data using an improved methodology in early 2011.
  • Still, 28.2 percent of homeowners with a mortgage remain underwater. Because underwater owners have a far more difficult time selling their home, a large number of homes that otherwise might end up on the market aren?t getting listed. As a result, inventory in many areas is incredibly tight, leaving buyers to fight it out amongst themselves, which in turn can help drive up prices. This, among other factors, has led to tight inventory in many of the hardest-hit cities around the country.

Bottom Line: As home values continue their upward march in 2013, more homeowners currently trapped underwater will begin to surface. This will be good for buyers exhausted by limited inventory and intense competition in markets such as Phoenix and Miami, but it will also have the effect of cooling price increases. As a result, in 2013, we predict home value appreciation in many areas will look more like a series of steps, characterized by cycles of price spikes and plateaus. Price spikes will free some homeowners from negative equity, allowing them to sell, thereby easing supply constraints and dampening prices until the cycle is repeated.

Historically Affordable

  • Mortgage interest rates have been hovering at or near historic lows for the past year, and the Federal Reserve has taken concrete steps to ensure they stay low for at least the foreseeable future.
  • At the same time, home values ? while recovering nicely ? still have a long way to go to reach their pre-bubble levels. Overall, national home values in November were still down 19.4 percent from their peak in May 2007, according to Zillow.

Bottom Line: Between 1985 and 2000, Americans spent, on average, about 20 percent of their household income on mortgage payments. That percentage increased to more than 24 percent by 2006, before falling to just 13 percent by the second quarter of 2012. If you can qualify for a home loan, the combination of low rates and low prices means your home-buying dollar will continue to take you farther in 2013 than in recent years, even for buyers on modest budgets.

Mortgage Interest Deducted?

  • Changes to the mortgage interest deduction (MID) may be a key element of any ?grand bargain? reached by politicians in order to avert the year-end fiscal cliff. If adopted, any measure to limit or repeal the MID will result in some home price impacts over time and by market segment.
  • Home values at the high end of the market will likely be more negatively impacted by MID changes than home values overall, according to a recent Zillow survey of economists. For example, in the event that the maximum MID-eligible mortgage amount is reduced from $1 million to $500,000 and the deduction allowance for second homes is eliminated, the majority of respondents said they expect high-end home prices to fall while U.S. home prices overall experience little or no price impact.

Bottom Line: Real estate lobbying groups have long fought against changes to tax rules allowing for the deduction of mortgage interest, arguing that any changes will impact or eliminate some of the historic financial advantages of owning a home. But unless you?re buying a proportionally more expensive home or are buying in a more expensive area, the impacts of MID changes will likely be muted. The decision to buy or sell a home is highly personal and dependent on a number of factors, only one of which is potential tax implications. In 2013, make your decision to buy or sell based on your own informed opinion and your unique situation.

The console's team decided to cut the inevitable march of unboxing videos off at the neck, offering fans a quick preview of the package it's shipping out to devs. The standard accouterments are there -- the tiny console itself, two prototype controllers with batteries, HDMI and power adapters, plus a micro USB cord and a letter to developers thanking them for their investment and warning them of the early build's bugs. The note also cautions deep-pocketed gamers that the device is built specifically for developer use, and has no games to placate eager couch potatoes. Iraq war veteran charged with killing his Wisconsin cop wife

MILWAUKEE (Reuters) - A decorated U.S. Iraq War veteran was charged on Thursday with gunning down his wife, a Wisconsin police officer, in a parking lot as she was on patrol duty the day before Christmas.

Benjamin Sebena, 30, who faces one count of first-degree intentional homicide, is accused of shooting his wife, Jennifer, 30, five times outside a fire station in the Milwaukee suburb of Wauwatosa early Monday.

Benjamin Sebena "laid in wait" for his wife for several hours and when she left the building, he shot her, according to the criminal complaint. He fired twice with a 9 millimeter handgun. Then he grabbed her service revolver, a .40 caliber, and shot her with that three times more.

Jennifer Sebena had told a fellow police officer earlier in December that she had been a victim of domestic violence and that her husband had put a gun to her head, the complaint said.

"He stated he had been jealous of other men with regards to his wife," investigators wrote in the complaint.

The ex-Marine from Wisconsin served two tours in Iraq, according to a testimonial video that he appeared in for his church in 2010.

On the video, the Purple Heart recipient describes recommitting himself to God after having his leg, arm and chest injured during a 2005 mortar attack in Ramadi, Iraq that took the life of a friend.

"I was a Marine. We're trained to kill. We're trained that death is OK. (I) wasn't trained how to deal with the death, but we're definitely trained to kill," he said, speaking from a church pew.

I've worked on carbon isotopes my whole career, and I've never seen anything like this before."

The investigators also constructed a highly detailed record of water history in Olduvai Gorge by analyzing hydrogen isotope ratios in plant waxes and other compounds in nearby lake sediments. These findings support the carbon isotope data, suggesting the region experienced fluctuations in aridity, with dry periods dominated by grasslands and wet periods characterized by expanses of woody cover.

"The research points to the importance of water in an arid landscape like Africa," Magill said in a statement. "The plants are so intimately tied to the water that if you have water shortages, they usually lead to food insecurity."

"Early humans went from having trees available to having only grasses available in just 10 to 100 generations, and their diets would have had to change in response," Magill said in a statement. "Changes in food availability, food type, or the way you get food can trigger evolutionary mechanisms to deal with those changes. The result can be increased brain size and cognition, changes in locomotion and even social changes ? how you interact with others in a group."

This variability in the environment coincided with a key period in human evolution, "when the genus Homo was first established and when there was first evidence of tool use," Magill said.

The researchers now hope to examine changes at Olduvai Gorge not just across time but space, which could help shed light on aspects of early human evolution such as foraging patterns.

Magill, Freeman and their colleague Gail Ashley detailed their findings online Dec. 24 in two papers in the Proceedings of the National Academy of Sciences.
