Job Summary:

The Assistant Manager Accounts will be responsible for all areas relating to financial reporting. This position will be responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statements.

Specific Responsibilities:

Financial and Accounting Management

Manage organizational cash flow and forecasting.

Supervise financial transactions on day to day basis.

Reconcile bank account and investment statements on monthly basis.

Manage payroll & benefits.

Manage contracts with consultants and service providers and ensure payments match contracted amounts.

Ensure maintenance of effective internal controls to safeguard assets and assure reliability of financial statements.

Ensure filing of periodic returns (Withholding Tax, Sales Tax etc.) with concerned authorities; manage / renew ASF?s tax exemption under different section of Income Tax ordinance and Rules.

Prepare Statutory Financial Statements of the company (Accounts) on regular basis.

Prepare accounts of ASF Employees? Provident Fund and Gratuity Fund on regular basis.

Undertake any other responsibilities assigned by the Senior Manager Accounts / Manager Accounts.

Qualifications / Experience

  • CA Inter/MBA (Finance)/MBA or MSc. Economics.
  • Minimum 3 years' experience related to the above duties and responsibilities, out of which 1 years? experience should be in a similar role, preferably in development sector. Thorough working knowledge of regulations and procedures of international donors is required. Experience of working with International NGOs, donor agencies, or other reputed international development organizations will be a plus
  • The ideal candidate will have experience of final responsibility for the quality and content of all financial data, reporting and audit coordination
  • Ability to translate financial concepts to - and to effectively collaborate with? programmatic and fundraising colleagues who do not necessarily have finance backgrounds
  • Previous experience and knowledge of using accounting and reporting software
  • Knowledge of IAS, IFRS, Companies Ordinance 1984, Income Tax Ordinance 2001, and other relevant frameworks and laws
  • Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point etc.)
  • Excellent writing and communications skills in English
  • Ability to assume leadership role and independently manage the activities of Finance & Accounting department on day to day basis.

CHICAGO (AP) ? Zac Vawter considers himself a test pilot. After losing his right leg in a motorcycle accident, the 31-year-old software engineer signed up to become a research subject, helping to test a trailblazing prosthetic leg that's controlled by his thoughts.

He will put this groundbreaking bionic leg to the ultimate test Sunday when he attempts to climb 103 flights of stairs to the top of Chicago's Willis Tower, one of the world's tallest skyscrapers.

If all goes well, he'll make history with the bionic leg's public debut. His whirring, robotic leg will respond to electrical impulses from muscles in his hamstring. Vawter will think, "Climb stairs," and the motors, belts and chains in his leg will synchronize the movements of its ankle and knee. Vawter hopes to make it to the top in an hour, longer than it would've taken before his amputation, less time than it would take with his normal prosthetic leg ? or, as he calls it, his "dumb" leg.

A team of researchers will be cheering him on and noting the smart leg's performance. When Vawter goes home to Yelm, Wash., where he lives with his wife and two children, the experimental leg will stay behind in Chicago. Researchers will continue to refine its steering. Taking it to the market is still years away.

"Somewhere down the road, it will benefit me and I hope it will benefit a lot of other people as well," Vawter said about the research at the Rehabilitation Institute of Chicago.

Bionic ? or thought-controlled ? prosthetic arms have been available for a few years, thanks to pioneering work done at the Rehabilitation Institute. With leg amputees outnumbering people who've lost arms and hands, the Chicago researchers are focusing more on lower limbs. Safety is important. If a bionic hand fails, a person drops a glass of water. If a bionic leg fails, a person falls down stairs.

The Willis Tower climb will be the bionic leg's first test in the public eye, said lead researcher Levi Hargrove of the institute's Center for Bionic Medicine. The climb, called "SkyRise Chicago," is a fundraiser for the institute with about 2,700 people climbing. This is the first time the climb has played a role in the facility's research.

To prepare, Vawter and the scientists have spent hours adjusting the leg's movements. On one recent day, 11 electrodes placed on the skin of Vawter's thigh fed data to the bionic leg's microcomputer. The researchers turned over the "steering" to Vawter.

He kicked a soccer ball, walked around the room and climbed stairs. The researchers beamed.

Vawter likes the bionic leg. Compared to his regular prosthetic, it's more responsive and more fluid. As an engineer, he enjoys learning how the leg works.

It started with surgery in 2009. When Vawter's leg was amputated, a surgeon repositioned the residual spaghetti-like nerves that normally would carry signals to the lower leg and sewed them to new spots on his hamstring. That would allow Vawter one day to be able to use a bionic leg, even though the technology was years away.

The surgery is called "targeted muscle reinnervation" and it's like "rewiring the patient," Hargrove said. "And now when he just thinks about moving his ankle, his hamstring moves and we're able to tell the prosthesis how to move appropriately."

To one generation it sounds like "The Six Million Dollar Man," a 1970s TV show featuring a rebuilt hero. A younger generation may think of Luke Skywalker's bionic hand.

But Hargrove's inspiration came not from fiction, but from his fellow Canadian Terry Fox, who attempted a cross-country run on a regular artificial leg to raise money for cancer research in 1980.

"I've run marathons, and when you're in pain, you just think about Terry Fox who did it with a wooden leg and made it halfway across Canada before cancer returned," Hargrove said.

Experts not involved in the project say the Chicago research is on the leading edge. Most artificial legs are passive. "They're basically fancy wooden legs," said Daniel Ferris of the University of Michigan. Others have motorized or mechanical components but don't respond to the electrical impulses caused by thought.

"This is a step beyond the state of the art," Ferris said. "If they can achieve it, it's very noteworthy and suggests in the next 10 years or so there will be good commercial devices out there."

The $8 million project is funded by the U.S. Department of Defense and involves Vanderbilt University, the Massachusetts Institute of Technology, the University of Rhode Island and the University of New Brunswick.

Vawter and the Chicago researchers recently took the elevator to the 103rd floor of the Willis Tower to see the view after an afternoon of work in the lab. Hargrove and Vawter bantered in the elevator in anticipation of Sunday's event.

Hargrove: "Am I allowed to trash talk you?"

"It's fine," Vawter shot back. "I'll just defer it all to the leg that you built."

At the top, Vawter stood on a glass balcony overlooking the city. The next time he heads to the top, he and the bionic leg will take the stairs.

ESC Gaming has defeated MaxFloPlaY 2-1 (11-16 de_nuke_ve, 16-2 de_inferno_se, 16-11 de_mirage_go) in the grand finals of Eizo Challenge 2012.

First map in the series was de_nuke_ve where MaxFloPlaY scored the first five rounds, going up 5-0 on the much harder terrorist side. ESC wouldn't give up though, as they won nine of the remaining ten rounds to go up 9-6.

Piotr "peet" Cwiklinski cluthed a one-on-one with 15hp in the second half pistol round, and Wiktor "TaZ" Wojtas falling short on round three allowed the former Banana Phone squad to go back in the lead, 12-9.

Two successful upper executions brought ESC within one round of MaxFloPlaY, but the former CS:S side won a save round followed up by a heroic one-on-two straight defuse masked by a smoke by Bartosz "Hyper" Wolny to extend their lead to 14-11.

Filip "NEO" Kubski almost kept the reigning Intel Extreme Masters world champions alive in the game as he turned a one-on-four situation into a one-on-one, but ultimately it wasn't enough as ESC lost the opening map 11-16.

ESC won their first pistol round on the CT side of de_inferno_se, allowing them to go up 3-0. A well placed incendiary grenade by in-game leader Jakub "kuben" Gurczynski forced MaxFloPlaY to save their weapons next round, making it 4-0.

Clearly having turned a page from map one, ESC stayed on a roll, hardly losing more than two players en route to a 9-0 lead. The underdogs won round ten, but a well placed incendiary grenade and a pair of kills by Kubski forced Cwiklinski to save his AWP.

MaxFloPlay managed to win round fourteen, but Kubski and Jaros?aw "pasha" Jarz?bkowski?combined for five kills to make it 13-2. Second half started with Kubski clutching a one-on-two in the pistol round, allowing his team to finish the map 16-2.

ESC lost their CT pistol round on de_mirage_go, and quickly fell behind 1-5 as they were unable to string rounds together after a close round four win. Missed shots cost Kubski's squad the seventh round, and a misplayed three-on-two put them down 1-7.


ESC Gaming prevailed once again after a close series

MaxFloPlaY extended their lead to 8-1, but ESC rallied back to win all but one of the remaining six rounds, giving them a glimmer of hope as they changed sides one last time, now trailing 6-9.

Not willing to give up, ESC won the pistol round to even the game at nine. Two more successful bombsite A attacks followed, and the CS 1.6 heavy weights went up 6-0, 12-9 overall.

All of a sudden trailing after a 8-1 lead, an aggressive push from MaxFloPlaY gave them their opening round. Unlike ESC in the previous half, they weren't able to string together more rounds though.

With ESC Gaming on the verge of victory, MaxFloPlaY would win one more round before Kubski's squad scored their 16th round, proving they are still the best team in Poland, even in CS:GO.

Sandy injects uncertainty into presidential campaign

An impending hurricane injected a new degree of uncertainty into the 2012 presidential campaign, impacting candidates' schedules and early voting opportunities just nine days before Election Day.

President Barack Obama called the storm?"serious and big" following a briefing at the headquarters of the Federal Emergency Management Agency's (FEMA), warning residents in the storm's path "to take this very seriously."

In the campaigns' waning days, President Barack Obama is forced to juggle dual responsibilities ? the incoming storm and his push to encourage early voting. Several key swing states are in the storm's path. NBC's Peter Alexander reports.

The president also canceled campaign trips to Virginia and Colorado scheduled for early this week, the last full week of campaigning this election, in order to monitor Hurricane Sandy.?The storm's impending landfall was poised to add a new variable to a presidential contest that has tightened considerably in its closing days, along with scores of downballot races up and down the East Coast.

Republican presidential nominee Mitt Romney canceled planned stops in Virginia ??one of the most hotly-contested battleground states this fall ??on Sunday and headed to Ohio instead.?

Obama spent Sunday in Washington, where he traveled to FEMA headquarters following church services early this afternoon. The administration?authorized several emergency declarations for states sitting in Sandy's path, and Obama convened a conference call with administration officials and governors in the storm's path to receive an update on preparations.

The storm put some of Obama's campaigning on hold, as he?canceled a northern Virginia event for that afternoon, along with an event in Colorado Springs on Tuesday. Obama was still set, though,?to travel to Youngtown, Ohio on Monday morning. The president appears ? for now ? intent upon returning to the campaign trail on Tuesday evening in Green Bay, Wis. His campaign also?advised on Sunday afternoon that two stops on Wednesday in Ohio would go forward.

The storm might have rearranged Romney's own campaign itinerary, though it's unclear whether the GOP presidential hopeful will be able to return to Virginia soon. Romney didn't address the storm in his remarks in Celine, Ohio, but his running mate, Wisconsin Rep. Paul Ryan, urged voters in the Buckeye State to keep East Coasters in their thoughts and prayers.

Nonetheless, the hurricane could prove to be the proverbial "October Surprise" of this campaign as it upended other elements of the election well before it had even made landfall.

Maryland Gov. Martin O'Malley (D) canceled early voting in his state for Monday, a decision other east coast governors could mirror. That could have an especially pronounced impact on a state like Virginia, a battleground state in the presidential election and home to a competitive Senate race.

Virginia Gov. Bob McDonnell, a Republican, said on Sunday's TODAY show that he didn't worry about power outages or other complications from the storm diminishing voting in the state.

Virginia and its 13 critical electoral votes are in play, but now Hurricane Sandy threatens to throw the campaigns off course. Obama and Romney have canceled appearances there. NBC's Lester Holt reports.

"It's going to be, probably, seven days from the time the storm passes 'til Election Day," he said. "We've already taken precautions to move up polling places to a higher spot for restoration. The power companies are well aware of that. So I don't think it's going to interfere with voting."

But Democrats are counting on robust turnout ? both through early voting and on Nov. 6 ??to propel Obama to a second term. While Sandy's projected path is uncertain, its rain and wind could discourage voters in the key swing state of Ohio from voting early, a practice employed by both campaigns to bank votes ahead of Election Day.

"Obviously we want unfettered access to the polls, because we believe that the more people come out, the better we?re going to do,? David Axelrod, a senior adviser to Obama's re-election campaign, said Sunday on CNN. ?And so, to the extent that it makes it harder, that?s a source of concern.?

The president himself downplayed worries about the storm's impact on voting.?

"We don't anticipate that at this point but we're obviously going to have to take a look," he said in Washington following his FEMA briefing.

Workouts in extreme weight-loss TV fuels negative attitudes about exercise

ScienceDaily (Oct. 25, 2012) ? The Biggest Loser might be a TV ratings winner, but its extreme depiction of exercise is more likely to turn people off than get them off the couch, according to new research from the University of Alberta.

Researchers in the Faculty of Physical Education and Recreation found that watching a short video clip of the Biggest Loser fueled negative attitudes toward exercise, raising further questions about how physical activity is shown in the popular media.

"The depictions of exercise on shows like The Biggest Loser are really negative," said lead author Tanya Berry, Canada Research Chair in Physical Activity Promotion. "People are screaming and crying and throwing up, and if you're not a regular exerciser you might think this is what exercise is -- that it's this horrible experience where you have to push yourself to the extremes and the limits, which is completely wrong."

In the study, 138 undergraduate students from the U of A were split into two groups. One group watched a seven-minute clip -- chosen for its extreme depiction of exercise -- from early in The Biggest Loser's ninth season, when competitors were struggling with obesity. A control group watched a segment from the reality show American Idol.

Immediately after viewing the clips, participants from both groups were asked to write down their first five thoughts. Students also completed a computer test that measured their automatic attitudes about exercise before they had time to think about the question, plus a hand-written questionnaire.

"We did find that the people who watched The Biggest Loser had worse attitudes about physical activity than those who watched the American Idol clip," said Berry, adding that the results were consistent no matter participants' physical activity levels or weight.

Berry said the results debunk the belief held by some researchers and many in the popular media that shows like The Biggest Loser can be motivational and get people off the couch. In fact, the negative portrayals of exercise are counterproductive to public health campaigns.

"There's a lot of effort and good work out there just to get people more active, but it's such a small voice in this big wash of different depictions of exercise. It's a big mess."

Berry's research team is now working on a further study that focuses on followup episodes of the Biggest Loser that feature participants who have lost weight, are physically fit and enjoy exercise. Those results should be published next year.

Until the last few years, real estate in general was a great investment. Then along came the global economic crisis and associated recessions in many countries. Real estate prices dropped dramatically and are still nowhere near the value they were at the height of property prices in 2007.

Commercial real estate has suffered in a similar way. More recently, the UK economy has contracted in each of the three quarters through June 2012, limiting demand for goods and services and restricting commercial landlords? earnings. A lot does depend on where the commercial premises are situated ? for instance shopping centre rents (not including the south east of England) fell 0.4% in September 2012, whereas the values of London?s West End office premises rose by 0.3% in September 2012 and Central London retail premises rose by 1% during the same period (source: IPD). Prepare yourself

If you are inexperienced in commercial property investment, you must do your homework.

  • Examine the types of commercial premises available and select those with the greatest potential
  • Calculate the long term potential for profitability ? resale, rent etc.
  • Study the economic cycles to determine whether this is a good time to invest
  • Ensure you understand the tax implications
  • Be prepared to negotiate and close the deal, ensuring you have your finance in place
  • Decide whether you want to manage the premises yourself or use a management company.

Undeveloped Land

Investors who buy undeveloped land outside towns and cities have to spend to develop the land into commercial or residential premises to gain from future appreciation. For commercial real estate, the most likely and profitable use is for out of town shopping malls and industrial estates.

Buying developed commercial premises

When buying a commercial property, the buyer must decide whether the area he/she is considering is likely to become more popular, eg a car showroom where there are others already located there. However, high demand means higher prices, but may still be profitable in the long term. Remember that location, development and improvements will provide a higher yield. Inflation can also be a factor, especially if a piece of land has been owned, but not developed over the years. The owner will make a good profit if he sells it in the current market, having benefited from years of runaway inflation ? but the new buyer will have to pay the market price.

Rent

When you own land which is used for retail or commercial use, you will charge rent to the businesses located on your land. This can include rent for agricultural purposes, access roads, pipelines etc. There is also the possibility of tenants paying an additional amount to ensure they have first refusal on an adjoining unit or land. There are still bargains out there if you look ? eg foreclosures, government surplus, leasebacks. It does not have to cost a fortune to start your portfolio of commercial properties. You just need to do your homework and get as much advice and guidance as possible. Do your market research to check that there are potential customers for your investment.

Risks

As well as the potential for profit over time, commercial investments carry a similar risk to other real estate. Potential investors should seek guidance to understand how commercial ventures work and all the implications involved before doing anything else.

Why should small investors buy commercial properties?

Although many small investors tend to buy properties for development and rental nowadays, interest is growing in commercial premises. This is mainly because they have performed reasonably well in these harsh economic times. Many small investors are looking to buy commercial properties as their future ?pension pot? as traditional company pensions become more unstable and insecure. There are also investors who form syndicates with like minded people to buy commercial premises, sometimes as a result of redundancies at their former workplace.

The 2012 presidential campaign was expected Thursday to pass the $2 billion mark in fundraising, according to accounting statements submitted to the government, thanks to an outpouring of cash from both ordinary citizens and the wealthiest Americans hoping to influence the selection of the country's next leader.

The eye-popping figure puts this election on track to be the costliest in history, fueled by a campaign finance system vastly altered by the proliferation of "super" political committees that are bankrolling a barrage of TV ads in battleground states.

President Barack Obama and Republican challenger Mitt Romney had brought in more than $1.5 billion through the end of September, according to previous fundraising reports submitted before the final pre-election accounting statements were due Thursday night. Obama hadn't yet disclosed his fundraising for early October, but Romney's campaign said it raised $111.8 million in the first two weeks. Added to that: more than $230 million in donations involving super PACs since 2011.

The largest of those were two pro-Romney groups. American Crossroads, a Republican-leaning super PAC with ties to former President George W. Bush's longtime political counselor Karl Rove, reported raising at least $68 million through September. Restore Our Future, founded by former Romney aides, reported raising $110 million so far. Priorities USA, a pro-Obama group founded by two former aides to the president, reported raising $50 million through last month.

The $2 billion fundraising figure doesn't include nearly $130 million spent on political ads by non-profit groups that aren't required to file campaign finance reports or disclose their donors. Such so-called social welfare organizations are governed by tax laws, not election laws, although they are often affiliated with established super PACs.

Presidential candidates in 2008 raised more than $1.8 billion in inflation-adjusted figures. This time, new factors have contributed to the sharp escalation in the campaign money chase.

This year marked the first time that both major party candidates opted out from the public financing system established to set limits on how much a presidential candidate can raise and spend. Both Obama and Romney would have been eligible for about $100 million in taxpayer money to support their campaigns through the general election, but both gambled ? correctly ? that they could raise and spend far more.

In 2008, Obama became the first presidential contender to refuse all public financing while his Republican rival, Arizona Sen. John McCain, accepted the government funds. The lopsided result ? Obama outspent McCain by more than 2-to-1 in the general election ? effectively ended public funding as an option for serious candidates.

With the 2012 election so tight, both Obama and Romney have spent considerable time at high-dollar fundraising events courting wealthy donors. Romney last month lamented the time spent fundraising rather than speaking to larger groups of voters, saying "fundraising is a part of politics when your opponent decides not to live by the federal spending limits."

Both Obama and Romney have raised considerable cash from small donors, too, especially the president. His campaign reported that more than 2 million donors have contributed at least $427 million to his campaign.

Federal election regulators have raised the limit on individual contributions to candidates, which means campaigns can solicit more money from donors than they have in the past. Individual donors can now give a total of $5,000 in the primary and general elections to a candidate, compared to just $2,000 in 2000.

Michael Toner, a Republican campaign finance lawyer and former chairman of the Federal Election Commission, said the close race between Obama and Romney and the sharply polarized electorate have also played a role in accelerating the dash for dollars.

"I don't know any campaign manager who thinks they have too much money. In this political 50-50 environment you can't ever have enough," Toner said. "Every last million could make the difference in who is elected."

But the emergence of super PACs and other outside groups, unleashed partly by the Citizens United decision by the Supreme Court in 2010, has done more than anything else to reshape the contours of presidential campaign fundraising. A handful of federal court cases have broadly eased campaign finance regulations, allowing corporations and wealthy individuals to spend unlimited sums. Most of the money has been funneled to super PACs, which can raise and spend money on behalf of candidates as long as they don't coordinate expenditures or strategy with the campaign.

"The distinctive factor in this election is the outside money being spent and the corrupting money financing it," said Fred Wertheimer, a longtime campaign finance reform advocate. "It's a symbol of the disastrous campaign finance system we have and the undue influence relatively few well-financed individuals and interest groups now have over government decisions.

Las Vegas casino mogul Sheldon Adelson is the top super PAC donor this year. Adelson, a billionaire, has contributed more than $40 million to Republican super PACs, including those backing Romney.

It depends on your daily routine. If you get up early (around 8am) and don't sleep for more than 40 minutes in the day, then take yourself off to bed around 11am at night, it may help with your sleep routine, if you do this for about 2 days or more. I also have dairy foods like milk, yoghurt and cheese, because for some reason that seems to help me sleep better at night. It makes a difference with me, but I'm not sure if it will work on everyone, since everybody's different.

At week-ends I find it hard to sleep than in the week, because I get up later at week-ends, and if I wake up any later than 9.15am, it makes the following night difficult to sleep, unless I am physically busy for most of the day. But usually I just spend Saturdays sitting about and having a nap because I get bored. Sundays I do a few hours of voluntary work but I still seem to struggle getting to sleep Sunday nights for some strange reason. But in the week I'm usually up and out of the house by 8, then I have an approximate 30-minute nap at around 4pm, and it seems to balance out my sleep needs for that night. So I came up with a little equation:-

Get up early ------> 30 minute nap in afternoon ------> good night's sleep at night
Get up early ------> busy myself all day (no nap) ------> I may be ''too tired to sleep'' so I fall asleep extremely quick at night then wake up about 15 minutes later and feel full of energy
Get up later ------> busy myself all day (no nap) ------> may have a good night's sleep at night
Get up later ------> have lazy day, nap in afternoon ------> bad night's sleep

A Simon Fraser University scientist working at one of Canada's first epigenomics mapping centres says new federal funding will accelerate researchers' ability to unravel how we develop some of the most common life threatening cancers.

Through the Canadian Institutes of Health Research (CIHR), a granting agency that funds research, the federal government in partnership with Genome BC and Gnome Qubec is injecting $12 million into epigenetic research.

Distributed over five years, the funding will ramp up the operation of two newly established epigenomic mapping centres the first in Canada.

One centre is in Vancouver. It involves molecular biologists and biochemists Steven Jones, Martin Hirst, Marco Marra and Richard Moore at SFU, and researchers at Canada's Michael Smith Genome Sciences Centre (MSGSC) and the University of British Columbia. The other centre in Montreal involves researchers at McGill University and the Gnome Qubec Innovation Centre.

The centres' scientists are piecing together how constantly evolving chemical modifications in our DNA and proteins, known collectively as our epigenome, cause our genome to stay healthy or develop diseases. Initially, the researchers are investigating changes to tissues and cells that lead to Leukemia and cancers of the colon and ovaries. They are among the most common human malignancies.

"In contrast to our genome, which remains mostly the same throughout an individual's life," explains Hirst, "the epigenome changes during development and aging in response to external stimuli and emerging diseases."

The stimuli could be a variety of environmental factors, including exposure to chemical contaminants, dietary intake and social background such as poverty or a stimulating, nurturing setting.

"Epigenome changes over our life time can profoundly affect which genes are turned on and consequently how our cells behave," adds Hirst.

The SFU adjunct professor of molecular biology and biochemistry is also the head of epigenomics at the MSGSC. "Understanding which epigenome states exist in different cell types and how these states interact is critically important to discovering how human health and disease evolve."

As part of a broader international effort to generate 1,000 reference epigenomes, the mapping centres are generating 100 of them from primary human tissues and cells.

The new federal funding enables them to use high-through-put sequencing, such as the Illumina Hiseq platform, to do the DNA and protein analysis.

The longer-term horizon appears to be declining and my more near-term (fundamental / valuation) work / analytics does not support the prospect for a near-term / meaningful rally.? My (technical / chart) analytics suggests a testing rally and then another pull-back.

For the longer-term only a handful of Mining Companies are forecasting decent earnings growth.? Even fewer are giving year over year quarterly earnings that are noticeable positive.? This situation may change in the coming weeks but I tend to doubt it.

Much is written about the ?WHAT? and the ?WHEN? ? you may have noticed that in my articles I insist on also knowing the ?WHY!?? If ? I cannot tell myself and my Clients a compelling answer to the question ?Why? ? I just hold Cash until I can!? It is just that simple.? You might want to have a look at ?My Methodology.?

My focus for the analytics of precious metals is focused on: Gold & Silver & Copper Indices, the ETF, SPDR Gold Shares (GLD) and just 17 Mining Companies. Another couple ETFs I like are (GDX), its junior partner (GDXJ) and (SLV). Typically, gold and silver along with the above securities all move in sync. I am in the midst of pulling away from that theory and treat Gold and Silver separately.

You are likely well aware, the highs in Gold were registered way back in August of 2011.? I took my Clients to Cash early in November 2011.? My decision at that time was largely based on my matrix of the individual Gold Mining Companies and the above referenced ETFs.

My current recommendation for Gold is to continue to hold Cash.

We all know that Investors in Gold lean heavily on their position that gold, over time, works as an inflation hedge. This position or thought carries with it some meaningful time periods of argument.?

Executions increasingly viewed as torture: U.N. investigator

UNITED NATIONS (Reuters) - Countries around the world are increasingly viewing capital punishment as a form of torture because it inflicts severe mental and physical pain on those sentenced to death, a U.N. torture investigator said on Tuesday.

Traditionally, countries have considered the legality of capital punishment with respect to the right to life guaranteed under international law, U.N. special rapporteur on torture Juan Mendez told the U.N. General Assembly's human rights committee.

"My analysis of regional and national jurisprudence identifies a momentum towards redefining the legality of capital punishment," Mendez said.

"States need to re-examine their procedures under international law because the ability of states to impose and carry out the death penalty is diminishing as these practices are increasingly viewed to constitute torture," he said.

He said that there was no such thing as a pain-free form of execution, which makes it difficult to reject the idea that it is a form of torture.

"Methods of execution cannot be discounted as being completely painless," he told reporters after addressing the General Assembly's Third Committee.

In his report to the 193-nation General Assembly, Mendez said that several U.N. expert panels have urged the United States to review its execution methods, including lethal injection, to prevent extreme pain and suffering.

"Following a number of executions in the United States, it has recently become apparent that the (lethal injection) regimen, as currently administered, does not work as efficiently as intended," Mendez's report said.

"Some prisoners take many minutes to die and others become very distressed," he said. "New studies conclude that even if lethal injection is administered without technical error, those executed may experience suffocation, and therefore the conventional view of lethal injection as a peaceful and painless death is questionable."

Capital punishment is a controversial and divisive issue in the United States. Most U.S. states, as well as the federal government and U.S. military, allow executions, though some states have raised concerns similar to Mendez's.

Last month a Montana judge struck down that state's lethal injection procedure as a violation of the Montana constitution because it lacked necessary safeguards against cruel and unusual punishment, effectively suspending executions.

'CUMBERSOME AND EXPENSIVE'

Mendez criticized Iran in his report to the General Assembly for executing minors. He also condemned Tehran for hanging 10 people for drug smuggling, describing as unacceptable "the death penalty for crimes that are not even among the worst offenses.

In his report he said, "The evolving practice of States shows a clear trend towards abolition of the death penalty." However, he did not name the countries that have done so.

He urged all countries to consider abolishing capital punishment because it is "cumbersome and expensive and you're never sure you're doing it in the right way." He added that its deterrent value was questionable.

His report did not mention China, which executes more people than any other country and has been criticized by human rights groups for its execution methods. Mendez said that his report was meant to be general, though it does contain several specific examples, including the United States and Iran.

Mendez spoke about what he called the "death row phenomenon," circumstances that cause severe mental anguish and physical suffering among prisoners serving death sentences.

Such suffering, he said, includes uncertainty and anxiety caused by the imminent threat of execution, extended solitary confinement, poor prison conditions and a lack of recreational or educational possibilities.

A diplomat from Singapore, one of the countries that allows the death penalty, rejected as "deeply flawed" Mendez's suggestion that considering capital punishment a form of torture was emerging as a new widely accepted international legal norm.

"There is no evidence that the decisions Mr. Mendez has referred to have been accepted by all states as having the status of binding rules of international law," Mark Neo, a senior diplomat at Singapore's U.N. mission, said in the written text of his statement.

"Singapore certainly has not accepted them as such," he said.

Egypt also rejected Mendez's views. The U.S. mission declined to provide its statement, though Mendez said the U.S. delegation also rejected the idea that there was an emerging legal view that executions should be considered torture.
